Partial day leave or time off requests are not always allowed in some organizations. For instance, you may require that employees take a full 8 hours of vacation for a day, or none at all. You can control this from your employee's policy on the System > Policies page. To disable partial day leave requests edit the policy's time entry rules:

To keep employees from creating partial day vacation requests simply set the vacation minimum and maximum hours per day setting to the same value, for example 8 hours. Once you make this change, any employee with this policy will not get the partial day option when creating a vacation request.
Leave-only time sheets
How to configure timesheets for employees who only need to record leave...
Pacific Timesheet allows you to create timesheet templates that only allow leave or time-off to be placed on them. If you have a group of employees that are only required to record leave, then all you have to do is go to their timesheet template and edit the advanced settings to only allow leave time entries:

When you make this change the employees using this template will no longer have an 'Add Work' button on their timesheets, only an 'Add Leave' button. One other behavior that changes is that, by default, these employees will not receive timesheet due/late notices if they haven't submitted their current timesheet. This is because employees would usually only submit a timesheet if they took leave in that time period. You can change this email notice behavior on the System > Notices page.
Shift Differential Enhancements
More configurable support for shift differential regular and overtime rules.
Many union contracts and more complicated work rules require, in addition to shift differential rates or payment amounts, that workers are paid certain separate regular, overtime or double time rates for shift work. In addition, shift differential rules can require configurable definitions of which shift hours are included in these calculations, such as starting before a shift, during a shift, or the entire shift.
